The development of E-government is one of the priorities of the managers of the tax affairs organization in recent years that despite the growth of investments in the field of information and communication technologies and the necessity of E-government development in this field, So far in the E-government literature, the effective dimensions in the development of E-government has not been identified and has been neglected. Therefore, the purpose of this study was to investigate the effective dimensions in the development of E-government in the tehran tax affairs organization. This research in terms of purpose applied and in terms of method, was a combination of qualitative and quantitative methods. The statistical population in the qualitative section 15 experts and specialists and in the quantitative section was 1097 employees of the tehran tax affairs organization that with using Cochran's formula, 285 people were selected as a sample. In the qualitative section, purposeful sampling method and in the quantitative section, stratified random sampling method was used. In order to analyze the data and confirm the model structure, chi-square and friedman ranking tests were used. The results showed that the effective dimensions in the development of E-government in order of importance are: technological, political-legal, cultural-social, human capital, organizational-managerial and economic-financial.

Since information and communications technology has development potentials in all aspects, assessing the impact of IT development on improving the business environment is very important. In this paper, using 2017 global data, 140 countries of the world were divided into 4 clusters with a credit score index of Silhouette 0.705 based on the indicators of e-commerce and e-government development by K-mean method. Based on the results, countries with higher ICT indicators, which often are members of the first cluster, also have higher rankings in business environment indicators. Iran is ranked 124th in doing business and is above of average of the third cluster, but in terms of ICT indicators is in the second cluster. It is suggested that, by studying how to use ICT infrastructures in leading countries, Iran can develop strategies to increase the effectiveness of information technology in improving the business environment.

For about two decades, the different organizations have begun offering various types of electronic services in the world and many researchers have spoken about governments using multiple approaches to become smarter. However, there is no consensus and no precise definition of the smart government, its components and dimensions. On the other hand, the high cost of implementing macro-scale e-service projects encourages governments to initially model e-government and control costs. Hence, over a decade, various models for the development, delivery, evaluation, and other dimensions of e-government have been presented and discussed, but because of the novelty of the smart government as the new generation of e-government, no specific framework and model are provided. The purpose of this research is to identify the components and dimensions of smart government and their classification. Therefore, it tries to use the meta-synthesis method to systematically study scientific documents related to the discussion and to express the dimensions of the smart government. Finally, by using the Shannon entropy method, the indices of each dimension are ranked according to previous studies. The result of the research shows that the smart government has six dimensions: 1. Smart management and leadership; 2. Infrastructure and smart technology; 3. Smart interaction; 4. Smart service; 5. Smart environment; and 6. Smart security. The results of the research show that the proposed model is more complete than other studies, and it has a specific category. This research is the first research to rank the indicators and dimensions of smart government.

In recent decades, we are facing developments and new achievements in information technology usages in various areas of life every day. Due to the pressure of the current dynamic and turbulent business environment, organizations should change their traditional methods. Therefore, electronic government establishment in organizations of our country is highly important in order to utilize recent advances in information technology and it‘s opportunities. On the other hand, due to several studies regarding electronic government and facing kind of dispersed information in this area doing combinational studies which would provide researchers with studies related to this subject in a scientific and systematic way is highly mattered. This study reviews 12 thesis and 8 article aiming for merging quantitative results of studies related to electronic government establishment in Iranian organizations by using meta-analysis method and comprehensive meta-analysis software (CMA2). A total of 20 studies are selected and reviewed based on Inclusive criteria. Results of meta-analysis regarding barriers to electronic government establishment of 17 variables represent that the studies related to barriers to electronic government establishment suggest that Organizational barriers with the effect-size of 0/943, Strategic barriers with the effect-size of 0/886 and Legal barriers with the effect-size of 0/735, Nature barriers with the effect-size of 0/703 and Managerial barriers with the effect-size of 0/702 have the greatest preventive effect on electronic government establishment.
