Then, this model with 6 criteria (including commitment of top management, IT policies and strategies, specialized dimension of organizational management, IT human resource development, IT infrastructure and IT-related processes) and 25 sub-criteria was validated by statistical analysis and expert opinions and using Analytical Hierarchy Process technique(AHP) and its software named Expert Choice. This model was tested and approved in a field study and the results for development and upgradeof the measures of model criteria in organization under study were offered

Development of radio frequency spectrum based technologies and increasing demand with inefficient use of spectrum, in the near future will cause scarcity in relation to spectrum as a limited and valuable source. By using cognitive radio technology will transform the traditional spectrum management to the dynamic and more efficient one. The pioneer regulators have been starting activities inoptimization of spectrum usage and dynamic spectrum management. In this study we proposed the following two scenarios:"Hierarchical allocation of spectrum" and "secondary spectrum market" with their strengths/ weaknesses/ opportunities/ threats. The results show that in "Hierarchical allocation of spectrum" scenario there are considerable strength points for “Communications Regulatory Authority”to apply cognitive radio technology, while according to external threats, diversity could be the best strategy. But in "secondary spectrum market" due to existing Strengths and opportunities the best strategy would be attack or outrider position

Observing more complexity in organization working life has become inevitable. In addition, population growth, needs, and clients expectations have led organizations to automate their working systems and procedures. This study concentrated on two different types of organizations which utilized different systems and means of work operations: progressive and automated means of operations as opposed to mechanical and /or traditional means of work implementation and performance. Testing hypotheses and research findings gathered from four different types of organizations indicated that organizations which utilize information technology and better Administrative automation meet their predetermined goals and objectives more effectively and significantly

Most organizations still experience a lack of Business Intelligence (BI) in their decision making processes when implementing enterprise systems, such as Enterprise Resource Planning (ERP), Customer Relationship Management (CRM), and Supply Chain Management (SCM). Consequently, a model and techniques to evaluate and assess the intelligence-level of enterprise systems can improve decision support. This paper proposes an expert tool to evaluate the BI competencies of enterprise systems, and combines a comprehensive review of recent literature with statistical methods for factor analysis. A statistical analysis has identified six factors for the evaluation model: ‘‘Analytical and Intelligent Decision-support’’, ‘‘Providing Related Experimentation and Integration with Environmental Information’’, ‘‘Optimization and Recommended Model’’, ‘‘Reasoning’’, ‘‘Enhanced Decision-making Tools’’, and finally, ‘‘Stakeholder Satisfaction’’. Enterprises can use this approach to evaluate, select, and buy software and systems that provide better decision support for their organizational environment, enabling them to achieve competitive advantage.

In recent years, a number of new payment solutions have been introduced in mobile commerce although with less success. The existence of standardized and widely accepted mobile payment (also known as MP) procedures is crucial for successful business-to-customer mobile commerce. On the other hand, Non-acceptance of innovations has generally been attributed to the failure of laggards to keep up with the time. While our previous survey has investigated positive adoption decisions, this paper focuses on consumer resistance against innovation instead. In this paper we examine the conditions of resistance to the MP procedures by Iranian customers. In fact we attempts to discover causes that force an Iranian customer in particular to resist to innovation such as mobile payment. Based on the theory of innovation resistance and the mobile payment literature, we designed a questionnaire which is distributed amongst our understudy society of Ordinary Iranians. We employed data mining techniques in order to extract useful patterns from data, which describe the reasons of that refusal associated with different social and cultural levels of the society.
