In all countries, entity or entities are responsible for the governance in the field of Information and Communication Technologies (ICT). In Iran, the governance of this area is the responsibility of several institutions which they must consider a set of elements and their relationships at the national level. The main objective of this paper is to institutionally analyze Iran's ICT governance system based on the cycle of cohesion policy and reviewing the existing challenges. With the review of the literature, a model for cohesion policy has been extracted. Based on this model and extensive research in the literature and interviews with experts in this field and by identifying responsible institutions in the governance of ICT and explaining their key roles in making policies the current situation and institutional challenges in each phase of the model is analyzed. Finally, to overcome the challenges ahead, some suggestions are presented.

The developed countries have been concentrating on the deployment of electronic surveillance as one of the most essential prerequisites for electronic stock exchange. Any market development without oversight would face lower efficiency and consequently lower shareholder confidence in the market for both domestic and foreign investors. This study attempted to analyze how the quality of stocks e-purchasing affects investor decisions involved in Tehran Stock Exchange (TSE). The quality of stocks e-purchasing with dimensions of security, website design, customer service and experience was selected as independent variable, while investor decision-making was selected as dependent variable. The independent variable was assessed through a standard questionnaire containing 17 indicators. The population comprised all investors currently engaged in TSE, of which 346 subjects were examined as sample. The hypotheses were tested through structural equation modeling (SEM). The results demonstrated that security ranked the greatest dimension of stock e-purchasing (0.72), i.e. it had the highest relationship with investor decision-making in TSE. Subsequently, customer service ranked second (0.64), website design ranked third (0.51) and service quality experience ranked fourth (0.31).

The aim of this study is to investigate the effect of human capital and organizational characteristics on the business value of information technology. The study was a descriptive survey. The population of this study was 270 staffs of the Ministry of Health located in Tehran. To collect the required data, a stratified sampling technique was utilized and a sample of 155 people was selected using Cochran’s formula. Data were collected using a researcher made questionnaire and its reliability was calculated using Cronbach’s alpha technique. The results show that, the impact of human capital on the business value of information technology is significant. In other words, the findings suggest that as the human capital is increased, the business value of information technology is increased as well. On the other hand, the results show that organizational characteristics have no significant impact on the business value of information technology.

Expansion of competition along with the major developments in trade have changed many traditional methods and prevailed the competitive environment to the application of new technologies. Banking system is no exception as well; by the emergence of modern concepts in banking, approaches to present services to customers have changed all around the world. Regarding the traditional approaches applied by domestic banks and its failure to deliver the new services, this study, revolving around identifying obstacles to and strategies for developing electronic banking, has been done at Ansar Bank. Therefore, after reviewing the literature, consulting with the experts in Bank’s Research Center, and removing unrelated cases, 39 factors, distinct and influencing the development of electronic banking, was extracted. After a two-stage exploratory factor analysis, above mentioned factors were reduced to 4 categories called, according to the knowledge obtained from the previous literature, managerial, technological, organizational and cost factors. In the next step, the obtained model was tested through confirmatory factor analysis which results prove the desirable value of the output. Also, according to the results of Friedman test, the lack of appropriate changes in payment system as well as the lack of funding for Organization’s technical equipment is known as the least important obstacles to the development of electronic banking in Ansar Bank.

Security of information systems as a new area of information technology is of a great importance in creating confidence and growth in the use of information systems. Although in recent years many researchers and IT experts have focused on the technical aspects of security, but less attention has been paid to its organizational and managerial aspects. To investigate the factors affecting on the creating and maintaining of security of information systems, this study identifies the inter-organizational factors. Then, by designing a questionnaire and using Fuzzy Analytic Hierarchical Process (FAHP) technique, the weights and ranks of factors are calculated. The results show that human factor is the most important inter-organizational factor that influences information systems security. Also, the lack of information about the value and importance of information is identified as the most important sub factor.
