چکیده

در این تحقیق بامرور ادبیات موضوع و تحلیل تطبیقی مدل‌های ارزیابی میزان آمادگی الکترونیکی، مدل مفهومیمتناسب با شرایط بومی برای سنجشمیزان آمادگی سازمان‌ها جهت پذیرش، به کارگیری و بهره‌گیری از فناوری‌اطلاعات و ارتباطات توسعه داده شد.این مدل شامل 6 معیار اصلی (تاکید وتعهد مدیریت ارشد، سیاست‌ها وراهبردهای IT ،ابعاد تخصصی مدیریت، توسعه منابع انسانی IT، زیرساخت IT و فرآیندهای مبتنی برIT) و 25 زیر معیاراست. اعتبار این مدل از طریق کسب نظر خبرگان و انجام آزمون های آماری اعتبار سنجی اولیه صورت گرفت. سپس بااستفاده از فرآیند تحلیل سلسله مراتبی و روش مقایسات زوجی‌ و به کارگیری نرم افزار اکسپرت چویس به ارزیابی معیارها، زیر معیارها و وزن‌دهی آنها پرداخته شد. در ادامه در مطالعه میدانی،مدل مذکور برای ارزیابی آمادگی سازمان مورد مطالعه به کارگرفته شد ونتایج و پیشنهادهای مرتبط با توسعه وارتقاء سطح مطلوبیت هر معیار و زیرمعیار ارائه گردید.

A Model for Electronic Readiness of Organizations to use Information Technology and Communication Services, Using Analytical Hierarchy Process Technique

چکیده English

In this research after reviewing the relevant literature and comparative analysis of the e-readiness models, a conceptual framework for evaluation of organizational e-readiness based on the condition of Iranian organizations has been designed. Then, this model with 6 criteria (including commitment of top management, IT policies and strategies, specialized dimension of organizational management, IT human resource development, IT infrastructure and IT-related processes) and 25 sub-criteria was validated by statistical analysis and expert opinions and using Analytical Hierarchy Process technique(AHP) and its software named Expert Choice. This model was tested and approved in a field study and the results for development and upgradeof the measures of model criteria in organization under study were offered
