چکیده

پلتفرم‌های‌دیجیتال به ساختارهایی پیچیده تبدیل شده که معماری‌های فناورانه، اثرات‌شبکه و تعاملات چندوجهی در آن‌ها، اشکال جدیدی از قدرت را در سطوح کلان، میانه و خرد ایجاد کرده‌است. هدف این پژوهش بازسازمان‌دهی ابعاد پراکنده‌ی حکمرانی قدرت پلتفرم‌ها در قالب یک چارچوب منسجم سه‌سطحی است. این مطالعه از طرح فراترکیب نظام‌مند استفاده و جستجویی هدایت‌شده با پروتکل پریزما در پایگاه داده اسکوپوس برای سال‌های ۲۰۱۵ تا ۲۰۲۵ انجام شد. پس از غربال‌گری ۵۱۴ مقاله و اعمال معیارهای کیفی مؤسسه جویانا بریگز، تعداد ۴۴ مطالعه کیفی انتخاب شد. استخراج داده‌ها و کدگذاری از طریق مراحل باز، محوری و انتخابی انجام گرفت و کدها برای اطمینان از پایایی، به‌طور مستقل نیز بررسی شدند. مطالعات مرور‌شده شامل مداخلاتی در حوزه ساختارهای تنظیم‌گری، معماری‌های اکوسیستم و سازوکارهای سطح کاربر بودند و تحلیل با استفاده از تکنیک‌های سنتز کیفی صورت گرفت. نتایج نشان داد که قدرت پلتفرم از طریق قواعد نهادی و تنظیمی سطح کلان، ترتیبات زیرساختی و الگوریتمی سطح میانه و سازوکارهای طراحی و رفتاری سطح خرد شکل گرفته‌است. همچنین یافته‌ها نشان داد که این سطوح به‌طور درهم‌تنیده با یکدیگر مرتبط بوده و یکدیگر را در چگونگی کارکرد قدرت پلتفرمی تقویت می‌کنند. در نهایت، این پژوهش نشان داد که درک حکمرانی پلتفرم‌ها مستلزم توجه همزمان به هر سه سطح است و چارچوب‌های یکپارچه برای مواجهه با ماهیت چندبعدی قدرت در پلتفرم‌های دیجیتال ضروری هستند.

Multi-Level Governance of Power in Digital Platforms: A Systematic Meta-Synthesis Study

Digital platforms have become complex structures in which technological architectures, network effects, and multi-sided interactions have created new forms of power at the macro, meso, and micro levels. The aim of this study is to reorganize the scattered dimensions of platform-power governance into a coherent three-level framework. This study used a systematic meta-synthesis design and conducted a guided search based on the PRISMA protocol in the Scopus database for the years 2015 to 2025. After screening 514 articles and applying the Joanna Briggs Institute quality criteria, 44 qualitative studies were selected. Data extraction and coding were conducted through open, axial, and selective stages, and the codes were also reviewed independently to ensure reliability. The reviewed studies included interventions in the domains of regulatory structures, ecosystem architectures, and user-level mechanisms, and the analysis was carried out using qualitative synthesis techniques. The results showed that platform power had been shaped through macro-level institutional and regulatory rules, meso-level infrastructural and algorithmic arrangements, and micro-level design and behavioral mechanisms. The findings also showed that these levels were interconnected in an intertwined manner and reinforced one another in shaping how platform power functions. Finally, this study showed that understanding platform governance requires simultaneous attention to all three levels and that integrated frameworks are necessary to address the multidimensional nature of power in digital platforms.
